In 2010, the promulgation of the Constitution of Kenya marked the inception of SRC. During its first six-year period, from 2012/2013 to 2018/2019, SRC focused on fulfilling its mandate as outlined in Article 230 of the Constitution and SRC Act, 2011.
SRC prioritised affordability and a fiscally sustainable wage bill, while adhering to the principles of pay determination detailed in Article 230(4) of the Constitution.
In the subsequent six-year period, from September 2018 to September 2024, SRC built upon its initial achievements. Before exiting in September 2024, the Chairperson and Members of the Commission had engaged in a series of stakeholder meetings to present SRC’s scorecard, which was enumerated in an End-of-Term Report.
On 4 September 2024, SRC, led by Lyn Mengich, Chairperson, along with Dr. Amani Komora, Vice Chairperson, Commissioners John K. Monyoncho, Dr. Leah Mumbua, Dr. Mbijjiwe, Sophie Moturi, Hon. Sen. Isaac Melly, and Anne Gitau, Commission Secretary/CEO, met with Hon. Justin Bedan Njoka Muturi, Cabinet Secretary, Ministry of Public Service and Human Capital Development.
During the meeting, SRC presented its End-of-Term Report, as well as outlined the outcome resolutions of the Third National Wage Bill Conference (NWBC), which took place from 15 to 17 April 2024, at the Bomas of Kenya.
Mrs. Mengich highlighted that SRC, in collaboration with the Council of Governors, the Intergovernmental Relations Technical Committee, the Public Service Commission, the Ministry of Public Service, and other key stakeholders, convened the Third NWBC.
The conference reaffirmed the government’s commitment to achieving a wage-bill-to-revenue ratio of not more than 35 per cent by 2028.
“The conference adopted ten resolutions. Their implementation will ensure that the public wage bill remains affordable and fiscally sustainable, freeing resources for development and other government priorities,” noted Lyn Mengich.
In his remarks, Hon. Muturi expressed gratitude to SRC for its dedicated service. “Your leadership has left a lasting legacy that will shape Kenya’s wage bill management for years to come,” he stated.
