9th National and County Coordinating Summit Issues Key Resolutions

Lyn Mengich, SRC Chairperson, and Anne Gitau, Commission Secretary/CEO, attended the 9th Ordinary Session of the National and County Coordinating Summit, which was held from 12 to 13 February 2023 in Naivasha.

During the Summit, a communique with 23 resolutions on matters of common interest affecting the national and county governments, was issued.

Among the resolutions was the requirement for county governments to develop a framework on Early Childhood Development and Education (ECDE), and seek advice from SRC on an affordable package for the management of the function.

The communique also called upon county governments to draw resources from their own revenues to support ECDE.

Further, the resolutions urged SRC to undertake an assessment of health workers with a view to facilitating Collective Bargaining Agreement/Negotiations.

IGRTC, as the secretariat of the Summit, shall oversee the implementation of Summit resolutions, jointly with the national and country governments, and other public service institutions.

The Summit, organised by the Intergovernmental Relations Technical Committee (IGRTC), was chaired by H.E. President Williams Ruto, and attended by Hon. Ann Waiguru, Chairperson of the Council of Governors.

Also present was H.E. Rigathi Gachagua, Deputy President, H.E. Musalia Mudavadi, Prime Cabinet Secretary, 47 county governors, among other invited guests from public service institutions.

The Summit is a consultative forum that brings together the national and county governments, as established under Section 8 of the Intergovernmental Relations Act, 2012. As part of its mandate, IGRTC continues to facilitate consultations between the two levels of government through the Summit.
