James Muhoro holds a Bachelor Degree in Literature in English, Political Science, and Philosophy from University of Nairobi, Kenya. He joined the Civil Service (Provincial Administration) in 1978 rising to the position of District Commissioner. He transferred in the Central Government from 1991 as Senior Assistant Secretary and rose to the position of Senior Deputy Secretary. In his wide career service he served as Ag. Director Kenya Marine and Fisheries Research Institute, Mombasa from 1999 to 2000. He helped in setting up the Interim Independent Boundaries Commission from 2009 to 2010, as the Chief Executive Officer and also the National Police Service Commission from 2012 to 2013.

In his tenure of office he has had extensive training and experience in Public Administration and Management from various public institutions within and outside the Country.
