The Commission has a Secretariat headed by the Commission Secretary, who also doubles up as the Chief Executive Officer. The responsibilities include:

  • Managing and coordinating the affairs of SRC’s Secretariat;
  • Ensuring effective and efficient service delivery, performance management, staff development and resource mobilisation;
  • Ensuring the development and implementation of the Business Continuity Plan;
  • Managing the day-to-day affairs of SRC.

Four departments report directly to the Commission Secretary/Chief Executive Officer. These are: Internal Audit Department, Corporate Communications Department, Legal Services Department and Supply Chain Management Department.

The department undertakes the following functions:

  • Ensuring that SRC’s risk management, internal controls, and governance processes are adequate and functioning;
  • Carrying out timely and continuous audits, verifying and monitoring of financial transactions of SRC;
  • Checking and reporting on the performance of the organisational systems in place;
  • Vouching and monitoring expenditure;
  • Carrying out investigations, where necessary;
  • Ensuring accuracy of internal management reports;
  • Ensuring employees’ actions are in compliance with policies and procedures;
  • Ensuring quality and continuous improvement are fostered in the organisation’s control process;
  • Ensuring compliance with relevant legislative or regulatory issues.

The department undertakes the following functions:

  • Developing and implementing the Corporate Communications Strategy, Policy and annual work plans.
  • Developing and promoting the implementation of SRC Brand and Style Guidelines and visual identity.
  • Developing and implementing the Stakeholder Management and Mapping Strategy, as well as the Stakeholder Management Policy.
  • Establishing, building trust and confidence, and promoting close relations with stakeholders.
  • Raising the visibility and awareness of SRC by ensuring services reach all stakeholders.
  • Developing, producing and distributing information, education and communications materials, including newsletters and bulletins, as well as promotional materials.
  • Overseeing the development and maintenance of the website and intranet.
  • Promoting close relations with the mass media for increased positive coverage and visibility.
  • Undertaking awareness, sensitisation and image building activities and initiatives.
  • Setting up and engaging on key social media platforms to drive SRC’s narrative.
  • Ensuring regular media and social media monitoring.
  • Audio-visual coverage, and producing videos and photographs for maximum visual impact.
  • Conducting trainings on media and other communications agenda.
  • Drafting, editing articles/stories and opinion pieces for media, publications, website, reports.
  • Organising events, conferences, exhibitions and corporate social responsibility initiatives.

The department undertakes the following functions:

  • Ensuring the provision of professional, timely and objective legal services to SRC;
  • Drafting legal documents, leases and contracts;
  • Formulating and drafting bills and guidelines for SRC;
  • Liaising with the Attorney-General’s Chambers and external lawyers on all legal matters touching on SRC;
  • Undertaking research on various legal aspects and processes relating to SRC’s mandate;
  • Ensuring appropriate representation of SRC in all legal matters;
  • Carrying out Company Secretarial function.

The department undertakes the following functions:

  • Ensuring timely, efficient and effective procurement of goods, services and works, while adhering to the procurement policy and regulations;
  • Ensuring user departments adhere to procurement plans;
  • Developing quality specifications of goods and services, in liaison with the relevant department and end-users;
  • Carrying out designated checks on quality and security aspects of procurement;
  • Managing annual supplier pre-qualifications exercise;
  • Managing the disposal of obsolete and disposable items;
  • Ensuring compliance with the Public Procurement and Disposal Act and any other legal framework governing procurement;
  • Preparing statutory reports, as stipulated by the Public Procurement Oversight Authority, on quarterly basis or as required;
  • Coordinating periodic and annual stocktaking for prudent inventory management and use of SRC resources;
  • Managing procurement contracts.

SRC has two directorates, as follows:

  1. Directorate of Remuneration Services
  2. Directorate of Corporate Services

The departments under this directorate include; Research, Monitoring and Evaluation Department, Job Evaluation and Salary Structure Department, Allowances and Benefits Department, Collective Bargaining Negotiations Department, and Performance and Productivity Department.

The departments undertake the following functions:

a) Research, Monitoring and Evaluation:

The department undertakes the following functions:

  • Planning, coordinating and executing all research activities;
  • Identifying areas of improvement and developing new methodologies to improve on SRC’s programmes;
  • Liaising with user departments in preparation of research objectives and deliverables;
  • Adopting the latest developments in research tools and techniques to ensure that research deliverables meet quality standards and requirements;
  • Analysing and resolving research issues promptly and accurately;
  • Developing and maintaining policies and procedures for the operation of SRC’s adherence function;
  • Responding to alleged violations of rules, regulations, policies, procedures, and standards by evaluating or recommending for the initiation of investigative procedures;
  • Identifying potential areas of adherence vulnerabilities;
  • Developing and overseeing a system for uniform handling of non-adherence;
  • Providing reports, on a regular basis, to the Commission and Management on the operation and progress of the adherence efforts;
  • Monitoring adherence and undertaking appropriate measures;
  • Ensuring maintenance of accurate data and information on pension.

b) Job Evaluation and Salary Structure:

The department undertakes the following functions:

  • Undertaking grading and classification structures for various institutions;
  • Developing and facilitating implementation of a robust policy framework for job evaluation in the public service;
  • Developing and supporting the implementation of job evaluation guidelines;
  • Developing an SRC job evaluation manual;
  • Reviewing job evaluation appeals/reviews and re-evaluating cases, as appropriate;
  • Reviewing job grading and salary structures, and post the appeal/review process;
  • Providing oversight to ensure that recommendations from the job evaluation of the public service are implemented;
  • Preparing a roadmap to conduct job evaluation for all public service institutions two years before the next review cycle;
  • Conducting a salary survey covering public and private sector in Kenya, as well as other countries, in preparation for the next review cycle;
  • Providing oversight on the implementation of the job evaluation system;
  • Providing oversight on job evaluation and job grading to inform the next review cycle;
  • Providing oversight in the preparation of job evaluation reports;
  • Providing guidance and/or oversee studies that result in obtaining data on pay determination factors;
  • Overseeing and reviewing proposals from public service organisations on remuneration and benefits for their respective State and public officers;
  • Developing and/or reviewing salary structures for State officers;
  • Advising on salary structures for public officers;
  • Guiding on appeals/reviews on salary structures;
  • Spearheading special reviews to ensure attraction and retention of critical and scarce resources in the public sector;
  • Providing guidance on harmonisation, equity and fairness of remuneration and benefits;
  • Ensuring adequate internal capacity on job evaluation;
  • Engaging stakeholders in the remuneration review;
  • Supporting State and public service institutions to build their job evaluation capacity.

 c) Allowances and Benefits:

The department undertakes the following functions:

  • Planning, managing, and directing the administration of allowances and benefits;
  • Setting and advising on allowances and benefits;
  • Undertaking remuneration and benefits analysis;
  • Coordinating compensation surveys to inform allowances and benefit structures;
  • Liaising with stakeholders to provide data on allowances and benefits, among other key information;
  • Ensuring maintenance of accurate data and information on allowances and benefits;
  • Carrying out analysis to inform pension review;
  • Liaising with stakeholders to provide data on pension, among other key information.

d) Collective Bargaining Agreements:

The department undertakes the following functions:

  • Undertaking stakeholder capacity building on remuneration and benefits structures;
  • Ensuring sensitisation of employers, trade unions and stakeholders on SRC’s role in the management of Collective Bargaining Agreements (CBA);
  • Reviewing CBA proposals and make recommendations to the Commission;
  • Ensuring accurate and a regularly updated inventory of CBA databases;
  • Providing guidance during negotiations between public service organisations to ensure timely finalisation of CBAs within SRC’s recommended review cycle;
  • Liaising with the Ministry of Labour, and the Employment and Labour Relations Court to ensure that collective bargaining processes and agreements are consistent with labour relations in the public service.

e) Productivity and Performance:

The department undertakes the following functions:

  • Collaborating with stakeholders to develop and implement policy frameworks on rewarding productivity and performance;
  • Identifying performance measures and indices, in liaison with stakeholders;
  • Developing and/or reviewing sector-specific incentive schemes, in liaison with stakeholders;
  • Managing productivity and performance data.

The directorate is responsible for the direction and management of corporate services, and for ensuring the provision of high level systems and services for all administrative functions. The departments under this directorate are; Finance and Accounts Department, Human Resources and Administration Department, and Information Communication and Technology Department.

These departments undertake the following functions:

a) Finance and Accounts:

The department undertakes the following functions:

  • Establishing sound financial policies, systems and procedures in compliance with statutory regulations;
  • Designing and implementing accounting systems and internal control procedures;
  • Preparing financial reports and statements;
  • Participating in the preparation of SRC’s strategic plan, forecasts and cash flow projections;
  • Coordinating the planning function, budgeting process, monitoring cash flow and overseeing the organisation’s financial performance against the budget and operational goals;
  • Maintaining liaison with relevant government departments for necessary consultation on financial matters to ensure SRC’s compliance with statutory requirements.

b) Human Resources and Administration:

The department undertakes the following functions:

  • Developing and implementing HR policies and procedures;
  • Preparing and implementing HR and administration work plans;
  • Planning and directing HR development, performance management, and career development processes and programmes;
  • Overseeing the processes of selection, recruitment, induction, placement and discipline of staff;
  • Administration of staff remuneration and benefits;
  • Ensuring compliance with labour laws and regulations;
  • Overseeing employee welfare;
  • Preparing, implementing and controlling the HR and administration budget;
  • Enforcing safety and security procedures;

c) Information Communication and Technology:

The department undertakes the following functions:

  • Formulating and implementing ICT policies and procedures;
  • Developing user requirements on SRC remuneration system;
  • Implementing and maintaining the ICT system;
  • Developing, implementing and managing a computerised information system;
  • Ensuring data security and data recovery;
  • Providing appropriate information and guidance on emerging trends and best practices in ICT to enable SRC optimise usage of technology;
  • Providing ICT services to all SRC functions;
  • Ensuring well-coordinated information dissemination systems with sufficient controls to capture and process data;
  • Ensuring that all ICT equipment are in good working condition;
  • Ensuring network security and availability of appropriate backing system;
  • Conducting and coordinating of user training;
  • Managing SRC’s databases;
  • Undertaking the maintenance of SRC’s website and intranet.
